Scott Payne

Lieutenant, USN, Nuclear Power Instructor

Lieutenant Scott Payne was born Manchester, NH. After graduating Bayside High School in 2005, he enlisted in the Navy as a Machinist Mate. Following completion of the enlisted nuclear power training pipeline, he reported to PCU GEORGE H. W. BUSH in 2007. During his first sea tour he advanced to Machinist Mate 1st Class and completed his Enlisted Surface and Aviation Warfare specialties.

After detaching from USS GEORGE H. W. BUSH (CVN-77) in 2011 during the ship’s maiden deployment, he reported to NPTU Ballston Spa in Saratoga Springs, NY. He served there as a chemistry and radiological controls instructor and Navy Training Assistant until being selected for the FY-14 Seaman to Admiral program as a Nuclear Power Officer Candidate.

In 2014, LT Payne attended Naval Science Institute in Newport, RI before attending college at the University of Arizona. He graduated in May 2017 with a Bachelor of Science degree in Systems Engineering and commissioned as a Surface Warfare Officer.

His first assignment was onboard USS WILLIAM P. LAWRENCE (DDG-110) in Pearl Harbor, HI where he served as the 1st LT and Electronic Warfare Officer. During his time onboard, LT Payne completed an entire basic phase, deployed to 7th Fleet, and earned his Surface Warfare Officer qualification. He then reported back to the nuclear power training pipeline where he completed the program as an officer and received orders to USS JOHN C. STENNIS (CVN-74). While onboard CVN-74, LT Payne served as the Reactor Mechanical Division Officer where he completed the nuclear defueling of two reactor plants and numerous system tests during the ships Refueling Complex Overhaul. After completing his Nuclear Engineering Officer qualification, LT Payne returned to CVN-74 as the Reactor Auxiliaries Division Officer and completed the overhaul of two Emergency Diesel Generators and began the process of refueling the #2 reactor plant.

LT Payne reported as Assistant Professor of Naval Science and Nuclear Power Officer at the Naval Reserve Officer Training Corps Unit, The Ohio State University in November 2022.

LT Payne’s personal awards and decorations include the Navy Achievement Medal(5), as well as various campaign, unit, and service awards.
